All stakeholders are ultimately individuals. Organisations and corporations are legal constructs, i.e. they only exist on paper. So if we want to make a change, we have to act on an individual level.
There are a few complications:
The stake of the same individual can be different as a citizen or as an employee. What behavior should prevail in case of a conflict? That of a good citizen or of a good employee? In theory there should not be a conflict, but in practice acting with integrity can cost a person their job.

It helps when an organisation (corporation, employer, government, NGO, IGO etc.)
